No, the big issue - the ONLY issue - is the NHLPA's refusal to guarantee that amount or any amount. When you look at the details of the two proposals, the vast majority of players are better off under the NHL's plan but the NHLPA isn't about doing the best for the most. It's about doing the best for those with the most, and there's no doubt the big name guys will get hurt.
